New authority leads are trucking companies that just applied for or received FMCSA operating authority. On Nov 3, 2026, 390 US carriers filed new applications and 210 were granted authority; 24,192 dockets are pending, 22,937 with no liability insurance on file. Pending MC authority and lifecycle stages
FMCSA's Motus system logs every step of a new authority. We track each one per docket, so you can reach a carrier at the application stage, weeks before the grant. US business addresses only; counts are events, so one carrier can appear at several stages.

Who buys new carrier leads
A pending carrier can't be granted until BIPD liability is on file (49 CFR 387.9 minimums). Pending with no insurance is the earliest trucking insurance lead.

Where does the new authority leads data come from?
Two public FMCSA sources on data.transportation.gov: the Motus registration files (AuthHist yu5v-wbh6, Carrier inys-ebih, Insur c5y8-a4uz, BOC3 6snj-ed7q), last updated 2026-11-04 10:09 UTC, and the Company Census File (az4n-8mr2), last updated Nov 3, 2026. FMCSA's legacy L&I files stopped in May 2026; Motus replaced them.
Does the list include MC numbers?
Yes for the lifecycle feed. Each Motus row carries the docket number (MC, FF or MX) and USDOT number. The census-based new-USDOT file has USDOT only.
Can I see pending MC authority applications?
Yes. As of 2026-11-04 10:09 UTC, Motus showed 24,192 US dockets with Pending authority, and 22,937 of them had no BIPD liability insurance on file. New applications appear the day after they are filed.
Which lifecycle stages are tracked?
New application (pending), published to the FMCSA Register, insurance filing received, BOC-3 on file, authority granted, reinstated, and suspensions or inactivations such as insurance cancellation, BOC-3 cancellation or revocation.
How much does it cost?
