USDOT, MC, BOC-3 & UCR: Step by Step

Steps in order
- URS application: fmcsa.dot.gov/registration. $300 per type of authority (FMCSA).
- Insurance filing: your insurer files proof with FMCSA (minimums in 387.9).
- BOC-3: a process agent files designations for each state (Part 366).
- Protest period: the application is published; authority is granted once filings are complete.
- UCR: register at plan.ucr.gov before operating.
- Check status in our lookup or on SAFER.
Keep it active
- Update your MCS-150 every two years (390.201).
- Renew UCR each year.
- Never let insurance or BOC-3 lapse: missing filings can lead to revocation.
Scam warning
Expect many solicitations once your application is public. Official fees are paid to FMCSA and UCR directly; private 'compliance' offers are optional. Back to the authority guide.
FAQ
Do I need a BOC-3 before authority?
Authority is not granted until the BOC-3 and insurance filings are on file.
Is UCR the same as MC?
No. UCR is a separate annual state-run registration for interstate carriers and brokers.
